A Blizzard representative commented on the issue of PvP in Diablo 4 and it was clear that the game does not promise fair play. Game director Luis Barriga explained this by the lack of balanced arenas. Battles in Diablo 4 will take place exclusively in the world of the game, in the areas prepared in advance for PvP. And there are no fair fights to wait for.

“We don’t promise players that this will be a fair fight,” says Louis Barriga. “John and I could meet you and kill you, two against one, it’s not fair.

It’s worth noting that Diablo 4 has an open world with the ability to meet other players. Meetings will be quite rare, because Blizzard wants them to be something special, so do not expect a large number of users on the server.

Also in the open world there are areas where PvP is allowed. If you enter them, you can be attacked by other players. Judging by the words above, gankers and ambushes will be common, but you don’t have to do that. It was said that there are no particularly powerful items in the PvP zones, and the Diablo 4 plot you will still be in single mode.

In other words, PvP-zones are created to fight each other, but no one will be forced to go to them and will be only interested players. In fact, this is part of the endgame content.

Eta: I don’t think this means that the PVP can’t be made to be at least fun an interesting, even if it can never be truly fair. There s plenty of games with asymmetrical game design which are considered well balanced. It s not impossible.
